potential unleashed for overall nice boost with no drawbacks except needing 5 ki bars to use it...
the super saiyan transformation(s) can be stronger, has damage reduction and have the instant transmission with chargable moves (kamehameha's, evil explosion) but have a ki gain on hit debuf
(All) Super Saiyan forms come with teleport on fully-charged Ki Blasts (and an added bonus to damage), so they are preferrable in PvE imo.
In PvP, it comes down to what you can make of the benefits... Super Saiyan is stronger and offers more possibilities overall:
- teleport on charged Ki Blasts
- more importantly teleport on light hits or charged hits
- damage reduction
- activates specific souls which are among the best damage boosters
You can pretty much ignore the drawbacks in terms of Ki regeneration or stamina regenration as well, since 95% of PvP are either clashes or perfect blocks.
This is even true with super vegeta whose main buff is for ki blasts. Potential unleashed will benefit super attacks on them... ut while basic attacks will get a damage buff... that buff applies differently than super saiyan
