At least in all the play-throughs I've done of it on multiple characters, this is the fastest path for me.

Start in "Sky"
Move to "Open Field"
Move then to "Destroyed Cell games Arena"
Go back to "Open Field"
Return to "Sky" for the final part.

Hope this helps someone out there to make this rather annoying quest any faster.
