It's a DB move, which is also why some voices say "Merry Go Round Gum" when they use it.
Buu did use something similar on Majin Vegeta though. So I guess it counts.
It's not in any of the Majin's pre-made movesets tho. However like I said if u don't care about nitpicking the lore technically you could get away with calling it a majin move cuz they have similar moves anyways.
Though yeah, they may have just given it to him in game because it does look and feel like a majin move. Anyway. May edit my initial post later. :)
