My pc is Intel i3-5005U 2.0Ghz 4Gb RAM Intel graphics 5500

The graphics chip is not supported and not usable.

My younger cousin who has a similar laptop has the exact same GPU, he's able to run it.

No, but I can definitely say he can run this just fine on Intel HD 5500 graphics. Did your overbearing computer specs blind you so badly that you can't believe a laptop like that can run it?

lol @ 1280 x 720 with almost everything on low or minimum and it still can't run 60 fps.

I'm not shocked that someone who knows nothing about computers thinks that's good. There's FPS drops all over the place. When people say onboard cards run games like ♥♥♥♥ this is what they mean.
