shakey in terms of stability, in short its a ♥♥♥♥♥♥ port from the console version. Try playing it as admin(just launch steam as admin windows 7-8 are really fickle about admin privalges), long shot but its all I could come up with after all you did. (also try launching the game from the actual game folder in programs.)
It could also be your processor or GPU, this game seems to react poorly to AMD. My PC is 4 times what this game would need and yet it crashes on me at least twice a day. Unfortunatly nothing much we can do about it.
PS: also try unchecking the steam cloud sync for this game( right click game in steam hit properties then look for a small box with a check mark saying cloud sync)
PSS: do NOT renstall windows, nothing causing this would be fixed with a reinstall, all that would do is force you to take all day on something that would result in the same outcome.

I have tried running it from the game folder several times to no avail, and running it and steam as an administrator both. Let me ditch AVG though (it has been a considerable pain in mein ass) and take the other steps you've listed and I'll let you know how it works out.

1:) try uninstalling the game and reinstalling to a different location, it might also be worth using "revo uninstaller"

This will uninstall the game and all files and registry files left behind, to ensure you get a clear start.
2:) If the game still crashes, try running process explorer when opening the game:

This program monitors all access to files and registy keys, Filter on the process name you want, this will show you what files are beening accessed and if the game is crashing when loading a particular file.
3) try reinstalling dot .net frame work, I belive 4.5 is the latest and restart the Pc once done.
4) try removing Avg / switching off AVG, it maybe this AV program is locking files needed by the game, you can always reinstall this later if it does not help fix the issue.

You suggested installing Xenoverse 2 to a different location-- how do I go about doing that? Installing the game via Steam seems to automatically install it to the default location (C:\Program Files (x86)\Steam\steamapps\common...). If there's a special step I should take, I'd be very grateful to know.

I am not 100% on how to install it outside the steam folder but I think you go to downloads in settings and its up at the top. Just change the installiation destiation for that one game then change it back after. "content librarys".
I ran process explorer as directed when I tried to launch the game and it failed-- I'm not sure how to read proccess explorer, really, but a couple of red entries did pop up when I tried to run it: "dllhost.exe" and "consent.exe" both appeared in red under something called "svchost.exe" when the game tried to run, but quickly stopped when it would not. But again, I have no idea what any of that means lol.
I'm beginning to think that my best course of action is to pursue a refund, and stick to my console for gaming, by and large. Thanks for the support.
Regardless though, this puts a pretty definitive nail in the coffin in this whole endeavor as far as I'm concerned lol. Thanks.

As Chaotic say it maybe linked to windows system files.
You could trying running a SFC /Scan now before having to reinstall windows which is always a pain.

This some times works but to be honest more often than not finds nothing wrong, but hey worth a shot before reinstalling.
