How..? I have got the Ultimate finish countless times. I'd imagine Kid Buu drops it? Although he's not the final villain.

It should include that ability.

luck.... i would suggest instead of doing same mission, just do all the missions in the row that you want to unlock skills

It was my favorite move in XV1, but I can barely connect with it in XV2. I don't bother to use it any more. But if you really want it, just keep doing it until you get the reward. I believe getting the last hit on Kid Buu will increase your chances, but it's still random. Also, Ultimate finishes may improve your chances as well.

There are a ton of skills that wont unlock for me no matter how many times I do all of the objectives. Is this just RNG or am I doing something else wrong?
