And to answer your question, I'm afraid that you can only change the Toki Toki Hero through Xenoverse 1, I haven't saw any mods about it
IIRC he's introduced as the Conton City Hero. I'm talking about the character that helps you out through Story Mode, not the statue (which changes all the time). It's going to be distracting to see Generic Time Patroller #18,852 butting in throughout my story, especially with Goku up my ass as it is.
Curiously, using the NPC Editor mod Cycit, you can see the premade XV1 Hero characters that the game lets you choose from in the NPC list, and edit them as you like--including the base "Ace" character that was used for the XV1 promo materials. But, whenever I edited any of them in the past, they subsequently disappeared from the available list in XV2 entirely--even if all I changed was their hair entry or what accessory they had equipped.
With that said, Cycit now seems to have an "XV1 Hero (val=2)" and "XV1 Hero (val=3)" option under Type. It may be possible to now actually set up your own XV1 Hero through Cycit, which I hope is the case, because frankly, juggling XV1's nonsense just so I can make my modded XV2 hero look Just So was a hassle and a half. If this works as I hope it does, I can safely delete XV1 entirely from my system.
Cycit also has the option to import a character from your XV2 save. What I would suggest, if the updated Cycit does what I hope it does, is to make your Tokitoki City Hero exactly how you want them as a CAC in XV2, then use Cycit to import that character into the NPC list, and make them as an XV1 Hero character.
If I'm interpreting Cycit right, Hero val=3 would be the "imported" option that will give you your XV1 hero's abilities/equips, and Hero val=2 is a "template" hero type that won't give you carryover goodies.

The only downside to this method, however, is that you have to delete your existing XV2 save data, because you're having to re-register your Tokitoki Hero when you want to change them. Hope you're not too attached to your current progress.
REQUIREMENTS:
1)DBXV2. Duh.
2) XV2Patcher. A must for anyone playing the PC version, IMO, if you want to avoid dealing with lolhax CaCs showing up at level 80 with hacked QQ Bangs and such in your level-20ish PQs. (Or if you'd rather just not put up with a half dozen racist caricature loltriggered CAPTAIN DINDU characters.) It's at the above link.
3)Cycit. Also duh, also at the link above.
How To Herohax:
1) Open XV2 and make your XV1 Hero exactly as you want them in XV2 as a Create-a-Character, as far as build/face/hair/etc goes.
2) Using Cycit, hit "Add", then in the top right, "Copy => From CaC" to import your intended XV1 Hero character.
3) Make whatever changes in Equipment/Looks and Stats/Skills you desire. Mind you don't give the character any NPC-only skills or equipment, or improper levels, or even race-specific armors for the wrong race, for that matter! These things can potentially break your game.
4) On the Info tab, set the "Type" box to "XV1 Hero (val=3)". This should allow you to treat it as an imported hero, giving you zeni, TP, skills and costume pieces from the character.
5) Hit Apply! The game will output a new NPC list with your hero in it, directly to the XV2patcher-friendly location in your install folder.
6) If you've already selected a Tokitoki Hero in the past, DELETE YOUR XV2 SAVE DATA. This part's important, because obviously, you can't select a new hero if you have your old one still. Unfortunate, but it's the only way we know at the moment.
7) Run XV2, make your new Conton Time Patroller, squash that nasty turd Raditz, and go select your new Tokitoki City Hero from the list! (If this works, I don't really know for certain, haven't tried it yet but I'm going to, later today.)
Thank you! This is exactly what I was hoping for. Now lemme make sure I understand; when you select and edit Hero val=2 (the pre-made XV1 heroes like Ace), the option disappears from the list? No game-breaking glitch, you're just unable to access the file through Cycit a second time? Personally, I'd prefer to just keep Ace and modify him later on down the road, with the hopes that Cycit figures out why he's disappearing from the list. Just knowing there's something out there is enough for me.
And good luck on the experiment. I know I'm not the only one who must have been bothered by Ace thrusting himself into my story, so hopefully this forum will find its way to somebody else who's bothered by the same thing.
Hah, no, I admit I might've made all that convoluted. The "Type" field originally (as in, as of game version 1.04) didn't have XV1 Hero type values at all, and as such whenever you edited an existing XV1 Hero preset with Cycit, the character would disappear from the in game list of character options for your XV1 Hero (because Cycit would save them as either "generic NPC" or "offline-mode Time Patroller NPC"). The latest version of Cycit, however, now has the "Hero val=2" and "Hero val=3" entries, which it lacked before.
Setting the character type to "XV1 Hero val=2" should only make it so that you don't get any imported outfit/skill/cash from that character (but will have that character in the list as an option for your Tokitoki City Hero); at least, that's what I'm guessing, as all of the prefab XV1 heroes, including Ace, are marked as such. In theory, setting one to the "XV1 Hero val=3" type will tell the game that they're an imported XV1 CaC, and allow you to receive skills, costume pieces and all that jazz from the character, as were they actually imported from a valid DBXV1 save.
Edit: Incidentally, though I haven't tried to do it myself, since Cycit allows you to make Offline Mode Time Patroller NPCs, you could also make your new XV1 hero as a random Time Patroller that shows up around Conton City when playing offline, just by duplicating the entry you make and setting their type to "Team mate". This would even let you hire them on to tag along on PQs and for Expert Missions, though since there's no offline equivalent to the "save character" option available in Single Lobby Online, you'll probably end up having to hunt them down around the city. (They also then have the chance to show up in PQs as challengers, too!)
FUTHERMORE, if you create a new entry via the "Add" button, the character will be assigned the name "Unknown Character" in the game, no matter what you set the character's name as in Cycit. I haven't tested to see if the (one? two?) times your character's name actually comes up in a dialogue box would still say "Unknown Character".
That said, if you're concerned about the character name, you can just alter the Ace entry to fit your mood aesthetically, because, as previously stated, the import hero's name shows up MAYBE twice in ellipsis-filled text boxes. With all the other Blatantly Japanese Writing instances in this game ("You've been chosen for That Critical Mission!" ...what mission? "That Mission! Now go do it!" oookay?) I'd say your Tokitoki Hero being arbitrarily called Ace is acceptable.
Or, come to think of it, you could use the actually empty character name entry, if you wanted no name to show up at all, so there's that option available.
Regardless, using Cycit to create an XV1 hero WILL NOT allow you to receive items/skills/cash/TP Medals in any way, so bear that in mind.
Using genser, convert your propernoun_character_name_info.
Open the .xmb created with notepad++, and search for the name of the hero you're replacing.
Save
Convert the xmb back to the info file.
???
Profit.
Have not tested to see if this can work with new entries, but this will give you the proper name if you overwrite an existing hero.
