Why can't i use 40 Ton Weights

I wanted to use it for a frieza Race new Character, but for some reason its not available for him. any idea why?

because the super soul one for each save data you must unequiped from the other save data

Do you have it equipped to another character? If so, you'll have to unequip it from them to make it available. That goes for presets too. If it's taken by another character in their presets, you'll have to unequip it, then save over the preset.
