This little tidbit shows that Gohan SSJ1 can damage Cell (Technically SSJ1 also, all things considered) if he just tries. In the case of Broly, this same Gohan, along with MSSJ Goku and post-time chamber Trunks, can't hurt him at all.
Through the Cell arc, they made a point about powering up to USSJ, getting all buff and powerful hinders your speed and agility. It's assumed that USSJ (Super Vegeta and giant Trunks) is the same power as SSJ2, but with the speed hinderance, long transformation, and wasting energy. Yet, in the case of Broly, he demonstrated that not only could he tank every move everyone had without moving, he also demonstrated that he still maintained an amazing level of agility despite his size and bulk.

So, take Cell's power and double it (For full power, in SSJ2 in a sense), and there's still just nothing he could do to actually kill Broly. He has no weaknesses. Not even blowing up the planet will work, because Broly tanked that as a baby. Cell at full power might be able to hinder Broly with his strikes, but Broly still has the full capability to dodge aswell as tank.
Broly's power is between SS2 and SS3
Cell's power is probably close to SS2 or maybe higher if he is enraged or some ♥♥♥♥.

Broly do have minuses as he can't stand too much power so he has to throw it off or something, but I don't see that as much of a problem.
Cell can regenerate, but if Broly acts fast and not cocky as hell, he might be able to beat him before Cell regenerates.
Broly was defeated by the energy of a bunch of half-dead super saiyans and one half-dead namekian. The Cell Juniors were stronger than all of the Z-fighters and there were seven of them. Gohan instantly curbstomped all of them with no effort. Super Perfect Cell is definitely the closest to that tier of strength, as his full power Kamehameha is able to compete with Gohan's.
If you go by the Japanese version of the Broly movie, he states that his ki is overflowing, basically that he's exceeded his cap. He then proceeds to discharge excess ki out of his body and onto the landscape (I think it's an evasive skill called Meteor Blaster in this game). That's at least why I believe he lost that battle; he couldn't handle all of that energy, which puts him at a pretty big disadvantage when he's up against tough opponents.
Cell has no such weakness, and is leaps and bounds ahead of anyone that Broly fought.
However, it's not the same case when it comes to second coming Broly. He is confirmed to be stronger than he was in the first movie, as Gohan states it and it only makes sense that he got a zenkai boost. I'm gonna say that Gohan was in his SSJ2 form against Broly in that battle. Apparently, the animators have stated in an interview or something that they simply forgot to add the SSJ2 lightning effects. It also just makes sense for Gohan to fight with all his strength, as his SSJ1 form wouldn't be able to cut it and he's not one to play around like other characters.
Now, Gohan is weaker as an adult, but even if he kept his strength, it's unclear as to whether or not he would be able to defeat Broly, seeing as how much certain characters have been affected by zenkai boosts. I would say that Gohan's strength had dwindled just below Cell's, as he struggles with Dabura, who Goku claims to be as strong as Cell. I would assume that he was referring to Super Perfect Cell. If he was, then second coming Broly is definitely beyond SP Cell. If it was regular Perfect Cell fresh after absorbing #18, then it's still not entirely certain.
Either way, I'd still give it to zenkai Broly.
How is it pre-time chamber if Gohan is SSJ and Trunks has long hair? Those things happened IN the time chamber.
Sorry bad use of grammer, I was referring to Goku himself not Gohan, bad use of word placement. But yea, Broly could beat 4 SS1 and a Namekian but loses to 3 SS1 and a spiritual remnant of Goku, Perfect Cell curb stomped Ultra Super Saiyan Trunks and Super Vegeta without trying,made Goku give up, Beat up Gohan, gave birth to Cell Jr who could also beat up Goku Vegeta and Trunks. Came back as Super Perfect Cell, Almost killed Trunks and Vegeta. Gohan onlywon because the other side busting "Z-Fighters" were throwing punk ass Ki Blasts at Cell while he faught Gohan. Gohan had help beating Cell.

movie 10 broly > super perfect cell > movie 8 broly > perfect cell
in terms of pure strenght and power broly dominates cell
but cell is a lot more skillfull, and he tends to use cheap moves and fights dirty when he starts to lose (solar flare, cheap regeneration abuse)
If broly keeps pushing and keeps bringing the pain train to cell he will win.
but if the fight lasts longer and cell manages to get his own momentum he will slowely gain the upper hand.
isn't the actual power level for Super perfect cell 900,000,000? The Scouter Battle Taikan Kamehameha game stated that, and thats the only reference found. Broly on the other hand in an issue of V-Jump. It was stated his power level was 1,400,000,000. Stronger than any SS2 at that time and Cell included.
