It is possible. Either keep wishing for clothes on alternate characters or use a mod that puts it in shop.

It is possible if you get it on more than one character. But that's a whoooole lot of work just to have a couple fancy, but not good, outfit.

I got a couple pieces from Cooler during the Frieza invasion events. He seems to drop random rare loot sometimes.

You can keep wishing for it, though that takes Dragon Balls... or you can do the more sensible route of fighting Cooler (non-Metal) for a drop when the Frieza Invasion comes again.
