Yes Roman women did wear panties. Some were made of leather (often goatskin) and were similar to the modern bikini brief. They often had rags inside them for menstration.
Other panties for Roman women were quite bulky so as to make a woman's hips appear larger than they were due to wide hips being in fashion.
