FPS issues

Installed this game yesterday with max settings on (AFAIK). I have i5 6600k cpu, tons of ram, and geforce 1070 WF OC. Noticed that the FPS was crazy into the 1000s and jumping around thousands to thousands numbers constantly but the game was playing fine anyway.

Today I tried to play and it starts out the same but once I get into the upgrade screens and in game, the FPS starts to randomly fluxuate from 0-1000s and is nearly unplayable.

I tried to lower all the settings in the menu and window mode etc and that didn't help.

Anyone know a fix?
