Having less than the minimum GPU would make the game not very fun to play and might also kill yer GPU in the process.
I do not exactly see what you mean with "Cross-Platform" tho.
As far as i know they do not have any plans on porting to Console devices.
On serious note though
lot of it will also depend on your screen resolution.
but with graphic tweaks there isn't much a 970 can't run on lower resolution.

getting closer to 10 years old and the 970 never ceases to impress.
Though that does prove its not going console
ps4 gpu is about same as 580gtx
its much worse than that, try a gpu from ages ago far past 10 years ago if it were using some similar to a 580 as you so say, yall would be paying so much more for the consoles
However i bought a gtx 1660 super.
