It actually is fairly weak. If you look at the straight statistics of the winrate in ranked matches it has a 47~% winrate.

Its anti-meta. In other words, it has matchups better than 70% vs some decks and worse than 30% vs others. So, sometimes its a great deck and other times its horrible. If you're Kripp running a complete deck at D/C ranks, then its great.

I have a runecraft deck and it seems pretty strong to me. Fireball chain is amazing.
EDIT: I find it to be awful in tournaments where you make a new deck on the fly though.
