I play rotation. i dont know how this works. the cards in your link cost 5950 for a cheap deck apparently. and have cards that cost 3500 to craft.
Unlimited is usually cheaper (much cheaper in fact) than rotation decks. Mysteria is an exception,but it still requires many copies of gold,so you can try that.
A good,cheap deck to use for unlimited right now is probably midshadow and aggro sword btw. Holy mage works too.
For forest with a few thousand vials you can make an old budget rhinoceroach deck.

If you don't want to make Paulas then maybe use dungeon crawl fairy or whatever else you have to return to the hand. Make substitutions for the expensive cards you can't get. If you draw roach you might win around turn 7.
Look up a budget deck for sword.
How many vials do you have if you liquedate all extras?
Given how much time I have invested in this game already I would probably spend some money as payback. Any suggestions on whats worthwhile? My aim would be to get some cards that are more 'effective'. Right now my cards just arent pulling their weight given the cost to play them.

I
want a set of cards and refine my deck. This is the experience I want to get from this game. I have bought probably 30 packs from rupies and login ticket rewards. I got maybe 1 or 2 forest legendaries lol...nothing that will change the tidings of my game. The latest pack feels pretty weak for forest. Sad life.
I gather I'm pretty dumb but at least you cant blame me for trying?
You can always go to missions change in the top right mission tab to "Solo mission"
won't give as much but you will be earning gold while you only have to fight "beginner AI" in "Practice mode".
As for decks, aggro decks tend to be the best for beginners is just that the format has become a whole lot better at control that you might not win much in rotation. Keep in mind:
Rotation = more expensive decks, lack of variety, smaller cardpool, slower format
Unlimited = cheaper decks, more variey/obnoxious decks, larger cardpool, faster format
Manage your gold/vials wisely don't believe others when they say that decks need certain expensive cards to function. In a month of farming ai for gold + events you should have around 10k gold. then you just do all the events after that and you should be rewarded 30-50 packs of the expansion to buy the mini expansion and you won't need to spend gold unless you want to.
I'm sorry for having to say that but then a CCG is maybe not the right kind of game for you.
Every single one of the CCGs I have played require you to either grind or spend quite some money (or both) to get to a point where you really notice a power improvement.
It's the Hearthstone formula and it's the genre standard.
On the other hand, by concentrating on one or two classes you are going the optimal way for a free2play approach.
The most important aspect is to dust / liquify ALL cards you get for unwanted classes and then use the vials to build cheap powerful cards for your favorite class(es).
If you want a power jump without experimenting with deck building yourself, then use the "budget killer deck" links others gave you or google it for yourself.
I normally condemn killer deck netdecking as I hate it (in Shadowverse it's one of the reasons why multiplayer is such a pain in the a$$ and almost unplayable for fun IMO) but in your case I would recommend it.
Btw. I can recommend Eternal The Card Game if you want to play a CCG which is not netdecking infested. It has a way bigger singleplayer portion and is more generous in the long run.
but the PvE is a lot better, thats true.
I now have 4 different decks of forest that I find quite decent - meaning I dont lose all my games. Its far from best but I'm happy.
