Controller issue?

So I recently bought this port, and I was going to play it, but neither of my controllers work with it
1. Hori Real Arcade Pro 4 Kai
2. Sega Saturn pad (via USB adapter)
The game picks up none of the inputs from either controller. I was able to get Xpadder to map the buttons to key inputs, which is fine, but then I get another issue (even without Xpadder and just the keyboard proper), where going into Netplay results in the game thinking I'm holding the Down key.
Anyone know what the hell I should do? Even Xinput wrappers aren't working...
UPDATE: Only my main PC has this issue, and my laptop doesn't have any of the issues I listed. I sent an inquiry to ArcSys via the link they gave me over Twitter including my main PC's specs. Hopefully I/they can figure something out.

It works perfectly fine with my Logitech F710.
I uh, I don't think the game will detect any controllers that weren't really made for the PC.

But the RAP4 has PC drivers, and I was able to use both on GGXrd

Er, the only thing I can really think of is that this game just doesn't support those particular controllers. Sorry mate, nothing else I can really say.

How do you have yours set up? PS4 or PS3 mode? Any other notable points in your setup? Because I'm super-confused as to why it's an isolated issue
