Couldn't personally tell you how true that is.
lmao..
Multiple are broken and we have not heard anything from the devs
Even if you did buy cards, you'd still be limited by dust to upgrade them. Unless you spend money to buy that too...
I recommend this guide: http://www.kongregate.com/forums/17305/topics/674184
Key thing I took away from it, is to not invest dust in rare cards, as I'll need the dust for epics that I'd likely have until the end game, and that I can recover almost all the dust if I invest only in common cards.
This is the kind of deck I had at lvl 12 (bounty rank 7), without spending money, but spending the free shards I got from quests: http://i.imgur.com/4tvFCW7.jpg
I get around 100 dust a day, just by buying gold packs, vaporizing the cards and gold you obtain for free.
Paid cards you can also get for free during events or earning shards from quests, daily logins.
But yeah it's hard to get in the top as a f2p or even impossible.

What I'm Saying Is If You Like The Game You'll Enjoy It F2P Or P2W Whatever You Are, But In My Personal Opinion I Like To Spend My Money In Better Things... ;) As Of Today This Is How My Deck Looks Like: http://images.akamai.steamusercontent.com/ugc/179413518114703969/833A2E1AD7F82C298C091D1AE2E2694B966B5890/
