It's one of the weakest sounding, but secretly most potent perks you can use. Unless I have a choice of vampirism or something else, I always go for Luck.
It does affect things like (peeking through data dump I did earlier when helping with a guide)
- Chances of arrows to induce special effects from weapon
- Chance of Elven Bow to pierce
- Chance of effects for melee weapons with those (Spike/Fire/Poison/Butcher/Crystal/Mace)
- Chance of bleeding with Crowbill Scythe once it has that effect.
- Chance of effects for rings (Poison/Super Spike)
- Chance of bleeding with Bleed Blessing
- Chance of arrow explosion with Volatile blessing
- Chance of explosion on death with Martyrdom blessing
- Chance of additional arrow with Twofold blessing
- Chance of slowing with homing blessing T2 (whatever the name was)
- Chance of burning with Fiery Sword / Fiery Arrow blessings
- Chance of cursing targets with according blessing
- Chance of rune drop when playing with Runemaster perk
- Card-specific effects (Critical/Bleed/Missile/Justice)
Luck Card has the same way of function, to say.
So it isn't completely steamrolling, but it can be very good with low-chance-great-effect things like Blessing of Looting.

For clarity, not publicly available as that's technically source assets, but you can get similar results using AltarNET if much desired.

I've not yet updated it with content added in the arena mode update, but it is still likely far more up-to-date than wiki.
