If you haven't got the Pumice Crystal, I think you just need to play some more until it is "built".
I don't understand why it's progress-gated. Most people are either going to like playing with NPCs or not. Why force people in the latter group to play with them when they don't want to, even for a few runs?
Even worse, it's not made clear that the option even *exists* until you unlock it. If I had bought the game through Steam, I probably would have refunded it before that point.
Not really hard gated, although if that's your only reason to give up on the game then I can't see why you wouldn't have refunded it anyways...
As I said, it's not apparent that you *can* disable NPCs until after you unlock the ability. Since you can't refund a game through Steam after more than 2 hours of gameplay, it's not unlikely that someone might refund it before unlocking the pumice crystal.
I googled around before making this post, and I couldn't find a single result even hinting that disabling NPCs was possible.
