Do mobs level scale with you or not?
In the very first zone of the game, the mobs start out at lvl 1 with you, when you go into the town, and sleep, they then seem to rank up to lvl 3. Later after I finished my first dungeon, I found them to be around lvl 6.

It seemed that they stopped leveling with me at around six. When you head over into the next portion of the map (behind the cannon) the mob levels are around 6, then after doing the dungeon once 8-10... Now after I have completed legendary difficulty, they are 12.

I have honestly never been a fan of mobs level syncing with the player... For some reason it just annoys me.

So do they scale in level or not?

As you have noticed, partly.

I have not experienced scaling tied to dungeons or sleeping... just zones and mobs being Player Level or Zone's Max Level, whichever is lowest. So as you level-up, lower-level zone will always be under your level.

Edit, the first zone (including around the first dungeon) is caped at 3. The second is partly 6 and 12.

Depending on difficulty option for the dungeon, the levels will alter.

the only enemys fully scaling with you are the air pirates.
outdoor areas are fixed level bound, dungeons are fixed level envined with the diviculty you choose there.

I noticed this too. Same enemies that were faceroll before the Fang dungeon are now actually pretty tough. My question would have been Should I try and level or speed through zones so the enemies don't rapidly outlevel my gear? But if they are tied to a zone cap, it own't hurt me to level my party a bit. I think I have that right.

The game caps off at level 30 for your members. Levels rarely are the deciding factor of anything and never really need any grinding. My own experience is that readjusting perks if you're having a bit of difficulty matters much more... and knowing how to utilize each party member to their strengths.

Gully with as much defense & hp as possible, perks geared towards damage shields. Use her as a tank to taunt and keep high damage shields so HP of party members is rarely touched. Garrison with as much critical percentage as possible so he can one-shot anything. Bretto just keep the heals and cleansing going.

If you really want to grind levels though... you can max everyone out in a short period of time by just fighting the Airship Pirates over and over as they scale with your level. Near end game it makes easy work to bring the characters you never used up to max level within just a couple battles that way.

My suggestion though would be to spend some time farming fish so you can turn them in for Shadowcoins to buy more perk point books rather than grinding levels out as you'll hit level 30 organically before the game is done anyways if you just go through dungeons once at the regular difficulty then a second time at the highest difficulty. This will also be recommended anyways for beastiary completion and obtaining gold and needed items.
