Stevie and Barkley, mini quest bugged?

So, been enjoying this game! It's a blast so far! Made it to my next big dungeon, but I think I've run into a bug, since I don't know if this has happened to anyone else...

I run into an NPC named "Stevie" who says he wants his younger brother dead, and in exchange he'll offer you his services to sell weapons. He wants you to kill him, and bring back his satchel as proof. I venture into the next room, and find the NPC Barkley. When you encounter him, you can either attack him, or listen to him. Listening to him, he makes a counter offer; spare his life, take his satchel to his older brother as proof of his 'demise', and in return, he'll offer you his service to sell armor. I accept, so I assume I have his satchel...

This is where it gets weird, I return to Stevie and he simply says "I see you don't have the satchel", so I leave, and go back to Barkley. Suddenly Barkley says the EXACT same thing "I see you don't have the satchel". What am I missing here? Is this miniquest an 'intentional troll'? Or is it bugged and I was SUPPOSED to get a satchel but never got it? Given they both say the same line in regards to the satchel, I assume this is a bug.

Seeing if anyone else can confirm this, thanks.

sure you not misunderstood the quest? normaly you must offend (aka kill) one of the involved partys. its the same for the ghost triple, you must offend 2 to please the third.

no the dialog implies you can trick one of the brothers into thinking you killed the other one.

I believe, either one tells you to kill the other and bring the satchel, no compromises.. you have to kill one of them

except you can get the satchel without killing
