Unable to Fish

hello,
at begining of game i was finishing successfully, but now, at lvl 3 fishing, i am unable to fish any more. no fish will come to me even though pool is full of fish.
i tried checking vendors to see if i can buy higher lvl gear for fishing but couldn't find any.
i am probably missing something - any ideas?

I'll find some new gear for fishing from fishmonger (near junktown) and in the main city, from the shady guy who trade for odd coins

3 places sell fishing gear

Inn in harm's way (lower level green stuff)
Shadow Coin Collector (epic purple and legendary orange high level stuff)
Shark face fish collector in place north east of Junk Town Cantina (green gear all the way to high level)

Make sure you keep replacing your gear with higher level stuff, otherwise the fish wont bite.

Lure = fish bother to bite it , Rod = enough strength to pull them in without them breaking it.

If you are broke, do lure first.

its 10/14 coins for the purple shadow coin fishing gear, and 40/40 coins for the legendary fishing gear (i was level 26 and finished blood garden, not sure which triggered them showing up in his inventory)

Some hint: fish triggered to lure only when lure drop to water. If nobody start moving to your lure - just throw again. I catched a fish for Monica ultimate weapon part with lvl 13 lure, and spend about 20 trows :'D

I had no problem to fishing until Strongmont with collector's purple lv15/19 items, but here many fish no more bites
Where I can find better rod/lure? Collector and Shark Face don't sell nothing better...
