Why would you say that? Honest question, I'm not up to date with the steam link. I actually own the hardware Link, but I used it maybe once just for testing Book of Demons :D.
Because they're releasing the most interesting stuff only for those people that own Steam Link hardware, while the desktop's app is every day more buggy if you ask me. XD
Valve is pushing hard toward competition with PS and XBox; but I think they could easily make android device connect to the library through a computer desktop too, if they wanted, since smartphones are just that in the end, computers.
I for one don't own Steam link, and I don't feel anything changing on my side of the market for a loooong time, after they introduced trading cards and that buggy streaming feature. :P (oh, and that extremely restricted "family" feature too)
Also Samsung TVs have been coming with some integrated Steam Link app from factory for a while. I guess actually Steam Link machines are worthless, considering all that.
And AFAIK, smartphones aren't "just computers", there's a huge different between how ARM and x86/x64 processors handle instructions, not to mention the OS barrier.
Again, I actually think this makes Steam Link hardware obsolete, specially after they improve it (since it's still in beta).
I suppose it requires to leave your desktop turned on and they connect to each other through a powerful internet? How they interface the game to work from phone is totally a wonder for me... not sure if my smartphone is enough to try it up, it's an old version of android and quite obsolete in hardware, will check up with my brother, his phone is better.
The game will be scaled to the phone, and to make it playable, you'd often need a gamepad or something. Not all games would be playable with touch controls, but I think book of demons would be a good bet for playing with touch controls (I think 1 finger touch = left click, 2 fingers touch = right click). Most games will end up with a very little interface, so it might be required to tone down the resolution, perhaps.
And yes, the PC will have to be turned on.
If you want a remove gaming experience using internet, you can try Parsec, also hosting on your PC, and getting the app on the store. I use it to play local coop games through the internet, and also to access my PC remotely and watch videos and stuff, but the mouse controls for mobile are wonky. Their streaming technology is years beyond Steam and Nvidia gamestream.

And yes, it seems like the Steam Link hardware targets to local network to me too.
Pretty limited indeed, I'd argue they are even late and obsolete even if this feature is new, now that I've checked up Parsec.
We'll see how it will turn out in future tho, might get better than this.
