can anyone tell me where to get superior gem steel i cant find it and all my equips need it to be upgraded.

For Story Mission, it's first appeared only in the final stage of chapter 3 "Soldiers Dance" where you have to defeat and capture Female Titan once and for all.

Or: Play Survey/Expenditure that has mission named "Diversionary Tactics", S-Rank "The Critical Line of Defense" or "Struggle at the Old Castle Ruins"
