If not — can you upload your save? I don't remember that level, is that a "puzzle" level where you can only use what's given to you? Is that the one with a lot of lasers?
I play it on mobile, and the level is one where you only have one Viper missile, one Python and one Taipan.

Actually the principle is pretty easy: just strike the Scrambler with all 3 rockets from the beginning. Initial damage + fire are enough to bring it down, while toxin prevents soldiers from repairing it and putting out fire. Before getting destroyed Scrambler can turn back 1-2 rockets, make sure that it's only a regular rocket.
Power down Medical station until you need it to prevent rockets getting offline and delaying reloading.
You don't need any personnel in radar station since rockets have 100% accuracy anyway, and showing rooms under attack works as long as the room is online. You can later power it off.
Of course it also helps having hotkeys on PC version. I've started on mobile but switched to Steam as soon as i've seen the game here.

Especially since i hate getting casualties or getting rooms destroyed because it decreases score → credits.
When room gets destroyed it deals additional damage to overall fortress structure and score includes that in calculations.

I still like using boarding rocket Charon a lot, two lasers are enough to complement it — one fires at Defense control room, so turrets are less effective and other fires at Armory where Charon is heading to finish it off, so enemies would only have simple rifles and no armor.
Also Bloodlust perk is a godsend for boarding playstyle. I've beaten the whole campaign only by boarding except missions where you don't have it available.
