Really confused on German HQ tokens

OK. I don't get it. As the British player at the end of every turn I get the option of getting 2 HQ tokens OR one Combat card (which costs tokens to use). So it's not easy getting enough tokens to use in the game. However, the German AI player just rakes in the tokens. It seems to get HQ tokens AND Combat cards every turn. So where I'm stuck at 3, 5, 8 HQ -- the German AI player is routinely at 14-17 tokens! And it seems to get LOTS of artillery as well.

1. How do you get tokens.
2. Can I get tokens AND a combat card
3. Why does the German AI get both?

1. You get HQ tokens by rolling STARS on Battle rolls, and also can take 2 HQ or a Combat Card at turn end.
2. Not at Turn end, either 2 HQ or a Combat Card
3. I haven't noticed this, but I'll try and watch for it. If it is happening, it shouldn't.
