I've neither Windows 10 or SD6 (yet) but I'm sure a program like SD6 needs space to cache and work too like any other media editing tools. If it can tell you a percent of disk space being used per process, it should be able to tell you an actual quantity too - it might not be all that peculiar what you are seeing and if it is a bug Allegorithmic won't be able to catch it without more details (what you did that might've bloated the disk cache or something).

After that"avast Service(32 bits)Avast Antivirus"
began to use hdd up to 95% for about 5-7 mins, and later on the HDD use went to max 5-10%

I guess it's similar to the HDD usage win10 does when it is turned on.
Judging from how it's fluctuating so much, my guess is Win 10 is just relaying to you how much of the disk i/o (read/write) is responsible by which processes - and when SD6 is running, it's using the disk the most at that time.
There are a some threads on the internet about possible workarounds, but sadly there isn't a go-to solution for this problem (apart from installing win10 on a ssd, which is not acceptable to be called "solution")
These days most AntiVirus are more of a hazzard then a good thing, especially 3rd party once (that even open up aditional security risks in browsers and such --> some Firefox developers have a nice Article about that).
But what happens most likley to you, is that your AntiVirus keeps overscaning Data Substance Designer needs. So try to use it without your AntiVirus and if that makes things better, get a better one (or just use the default Windows one, it is good enough).
Besids that: Working with Textures profits extremly from SSDs, the higher the resolution you work with, the more profit you get from SSDs.
