All Tier 9 spells, and all Arcane spells, are part of only one circle. Any SorcLord can learn all Arcane spells (like Dispel Magic, or Spell of Domination) regardless of tier. In order to learn the Tier 9 spell of each circle, you must have nine picks in that circle.
All other spells are part of two circles. In order to be able to research them, you must have a combined total of their tier in the two schools. So, for example, Dark Rituals is Tier 2, Augmentation/Death. In order to be able to research it, you must have at least two total picks in Augmentation or Death - two Augmentation, two Death, or one of each. If you have more, that doesn't change anything. So with two picks in Death, you will be able to research Dark Rituals.
But that's not the same as starting with it available. To start with a Tier 2 spell, you need to have 7 or more pick in the circle. But as long as you have two in Death, you will eventually be able to research Dark Rituals. You just need it to show up in your spell book. Try casting Wizards Roulette if you don't have it yet. That will give you new spells to choose from.
edit: I just checked my current game. The only Strategic spell i'm missing is Eye of Entropy so maybe it isn't as bad as I thought. Of course, I might be missing a bunch of Tactical spells...

You are correct. Eye of Entropy, despite being listed as a Strategic spell in the XML (at least the version im looking at) is a Tactical spell in the game. Also, I went over all 134 tactical spells I have and it appears that there are 134 spells in the XML (actually 137 but the last 3 are garbage).
I have no idea where I got that idea from. Especially since there was the specific number 48 that was stuck in my mind. Some blog perhaps?
EDIT: You explicitly said tactical spells. Man, I'm tired ;_;
