Game locked on intro screen

Click play, get the black screen with dev/engine text byt the only thing I can do is Alt+Enter to min/max the "window". I say "window" as its not a window, it has no border or title bar or anything. It's like borderless fullscreen but not fullscreen.

This is a strange bug that only happens with some users. Are you on an older operating system? For other people running the game a second time usually solves the issue. I'm very sorry for the inconvenience.

Windows 10 Home. I've started the game several times with the same results.

As a temporary solution try right clicking and creating a shortcut on the desktop and then launching it from there. If that doesn't work try going to properties and unchecking the box "Enable Steam overlay while in-game".
