Where are all the players?

According to Steam Charts the player count is around 40 players. However, I can't find a server with more than 1 or 2 people. Is the rest playing in offline mode or am I missing something?

What a shame, this game used to be so much fun a couple of years ago...

Blame NWI for that, the game was abandoned in a terrible state, less than a year after release, with only 1 liked gamemode, few maps, half of which were disliked, as well as part of these maps having some annoying spots and invisible walls or lack of invisible walls that ruined gameplay.
Abandoned in favour of a game that barely has 2000 players, just because they keep updating.

The voice acting, sound design, animations and effects tell me they worked hard to make this game, I don't understand why they would leave it like this.

yeah, i'd much rather have Day of Infamy than Insurgency: Sandstorm. Sandstorm used to be fun, but over the years they've turned the game into a Call of Duty clone with the game modes and especially the skins. Isn't that excactly what the playerbase does not want? At least that's my impression... but I guess it makes you money

A few boomers have dedicated servers you can find in server browser. But it is pretty dead.

There's coop and multi-player, you can find a couple of busy coop servers everyday/night.

you can play alone against bots in practice mode

You can also play this on coop alone against bots. There are also other MOD maps, such as vietnam, WW1 that you can play and explore with bots. It's pretty sad and nerdy but there you go.

What's real sad is the ridiculous waste of potential from NWI, a bunch of modders could've fixed and improved the game in a few months, unlike the devs.

It's stupid as this game still works perfectly. A few minor glitches and bugs but why NWI created this lively game then abandoned it is beyond me. They could've added new maps, Eastern Front, Russia, Far East etc. Even small vehicles or emplacement MGs would've been fun.
Oh well, back to shooting AI bots.

Sadly its true, they were sitting on a gold mine and decided to abadon it.
