Insurgency's playercount was much lower than DoI's has ever been, and the same increase in playerbase is expected for DoI as well.
And yeah, Pretty much what BCF said. DoI hasn't been out nearly as long as Insurgency and hasn't had as many sales, updates, nor a free weekend, all of which Insurgency has benefited from.
Some of my only complaints are: All the shotguns the british have (why not just give more tommie, and drum tommie?) except for maps with commandos, where shotgun would make sense.
Other complaint...not enough open buildings in some of the urban maps, but I guess that also goes to performance issues.
i personanlly prefer DOI, i didnt love it a ton when i got it back last novemeber but its come a far way and i really prefer it now. do prefer WW2 weapons and the sorts especially the bolt actions like the K98K
