I think the main problem here is that units are just for cosmetic purposes and don't give any bonus weapons or attributes. If your calling for a Volkssturm faction the answer is no, but the devs said they will consider the Italians after release.
Also I did like to add, even Germany went through Belgium. They still faced a army that was well equiped and with enough of manpower. Nummerically and qualitative German weapons, tanks and manpower where that not much better, but they blasted well through the French because they used everything way better. They had to thank that to the blitzkrieg theory of warfare.
