I've seen only one other person mention this. If you have your chat setting in-game to on, it should be working. I have a feeling a lot of people just don't use the chat feature in WD2 very often which is why you never hear anyone.
However, if this is a technical issue we definitely need to know. It would be great if you could test it with a friend. Have a friend join a game with you, making sure you both have chat set to on, then see if you can hear each other?

Happened to me recently, so I figured it's not a problem of my output, since I managed to listen to at least one player (no clear at all).
I guess it is complicated. I don't know if they wish to try to talk or their microphone is just on by default, but I do see the three dots symbol very often. Like 7/10 times. By the way, "voice chat" is an option for you to talk, like "on" or "push-to-talk". It's not for you to be able to listen to others. Right? Is it possible the "push-to-talk" options also means "push-to-listen"? I don't think so. The "voice chat volume" is the one having to do with listening to others, and I have it at 100%.
Pretty interesting issue, though. Let's see.
That link is dead. I can't hear my friend in the game, and there is no mic settings. I have multiple audio sources. So not being able to set up voice chat is the dumbest thing to do.

If you're still having issues hearing other players, may we please know if you have any other programs running when playing?
Is your mic set as the default input device in Windows Sounds?
Have you attempted any troubleshooting steps[ubi.li] at all?
