This is addressed in the OP. It doesn't work for a lot of people. Something is broken for some players. I've seen a lot of posts online saying the same thing.
I installed all of these (both to the local machine and user when it prompts you to choose) and then ran the ubisoftconnectinstaller.exe in the game directory and it fixed the issue for me

I can access the multiplayer menu now. Also make sure you dont have any mods installed.

What about that solution from the post above yours?
Run Ubisoft Connect as administrator and install the game from the UC.
It should install all required software components automatically.
