Could you please follow the steps in this article[www.ubisoft.com] ?
While this is more tailored for multiplayer, the steps can help out with the WD2 store and unlocking of content.

When you launch any ubisoft game from steam for the first time, ubisoft connect launcher informs you that this game or dlc wil be linked to your ubisoft account. This time, after I bought season pass from steam, it informed me that few DLCs packs will be linked (like T-Bone Pack or Root Access Pack). My problem is that two big story DLCs ("No Compromise" and "Human Condition") weren't on this list. I don't have this two DLCs on my ubisoft account, cause Ubisoft Connect didn't offer me to link them to my account after game start. It's nothing wrong with ingame multiplayer. There are few people with problem like this on steam.
The reason it is not showing when linking the content to your account is because you need to redeem the season Pass key in the game. We have an article here on how you can access the DLC missions: https://www.ubisoft.com/en-gb/help/article/000060989

I can't redeem it manually. Steam doesn't provide you ubisoft keys anymore, it's automatically redeemable now with your first launch through steam, as I said earlier. The problem is it didn't redeem automatically for me this time. I know this game well and I know where and how I could find DLC missions. They aren't there, they aren't installed either. I could see that I don't have them at "Premium content" tab of in-game main menu. They aren't inside deadsec app either.

So I'm not alone here with this bug. There are a few more topics like this without any help.

Since you mentioned that you have not received a key from Steam, that means it has been directly been activated on your account and should be available for you. In order to rule out any of the possibilities, I would like to advise to try these steps we have available here:

If you have done those steps, and It's still not available, I would like to make sure that you have completed the needed requirements to which the DLC missions should appear for you in game.
For the Human Condition DLC, you should be able to find them in the following order:
- Caustic Progress will be unlocked once the Hacker Wars mission has been completed.
- Bad Medicine will be unlocked once the W4Tched, Eye for an Eye and Hacker Wars missions have all been completed.
- Automata will be unlocked once the Limp Nudle mission has been completed.

If you are not able to see the No Compromise DLC in the in-game store, I would suggest reinstalling the DLC. We have an article on how to do it on Steam here - https://www.ubisoft.com/help?article=000060559

Every posssible steps which include network connections or reinstalling DLC, game or ubisoft launcher are done. Main story of game is 100% completed.
Possible reason is that I bought original game a long time ago (in year 2019) when I was living in Russia, later in 2023 year when I've been relocated to Turkey I've bought season pass there to play DLCs. So now I own a game which I bought in Russia and Season Pass which I bought in Turkey, both of them are on my one and only steam account. Steam allowed me to buy it (season pass), but probably Ubisoft Connect have some troubles with this. I'm again in Russia right now. DLCs aren't displayed in main menu of game if I don't use VPN. They are displayed if I turn VPN on, but they are displayed like as they are not bought (however I have them on Steam).
I just want to beat DLCs. Check my ubisoft profile please, it's Kekkaebi707. Is it possible for you to add season pass to my ubisoft account? Because It just doesn't work for me through Steam.
This is an issue that needs an official patch sent out for, especially after the weekend sale you are having, Ubisoft is selling content that does not work in game. I am seeing this issue pop up in every forum multiple times and it is being ignored.
If we go into the Uplay menu, it shows that all the DLC that we purchased are owned, however WD2 is not recognizing it. This 100% isnt an issue on our end, but on Ubisoft's end and maybe Steam's end. If it was an issue on our end, this issue would already be fixed.
In fact, under my "Premium Content", there's still nothing there but I am able to play the DLC (just finished the whole thing)
So I don't think its a Ubisoft problem anymore, I think its a Steam issue, @Steam pls look into this

Since I own both the Steam and Ubisoft Connect Gold Edition (it was on sale a while ago, so I picked it up), I used my own savegame. However, this should work with a downloaded savegame as well. Here are the steps that worked for me:
(after visiting HQ for the first time)
(<Ubisoft-Connect-folder>\savegames\<user-id>\2688\)
(theoretically "1.save" should be enough, but I wanted to start a new game anyway)
(<Ubisoft-Connect-folder>\savegames\<user-id>\3619\)
After doing this, all the DLC items (missions, clothes, cars, paintjobs, weapons, etc.) appeared in my Steam copy of the game. Note that for some reason they don't show up under "Premium Content" in the main menu. They work and can be used without any problems.

This is pretty unacceptable and Ubisoft should fix this issue immediately!
