I know this will be stronger if i use AMD Freesync Ultimate - but still without Freesync it still flickers.

open Nvidia Control Panel, then under 3D Settings in the navigation pane select ‘Adjust image settings with preview’. In the preview pane that opens, select ‘Let the 3d application decide".
This helps in Alan Wake with flickering grass too!

1. link you've posted talks about performance, not sky flickering.
2. My drivers are up to date.
the only way i could "fix" sky flickering was to limit game's framerate to 30 FPS.. But that's not an acceptable solution. Especially on PC where players play with 60+ FPS.
Performance can also include graphical problems you're encountering, such as the sky flickering. This is addressed more in the PC troubleshooting article[support.ubisoft.com] which is linked within the support article.We ask players to try these steps during investigation to help eliminate common causes with graphical errors.
I'm glad you were able to find a workaround, but I understand that it is not a satisfactory one. I recommend opening a support case[support.ubisoft.com] with our dedicated team. Could you upload a DxDiag[support.ubisoft.com] and MSinfo[support.ubisoft.com] to your case so we can take a closer look at your system files as well? Thank you!

New system build. Still the problem is there. This guy https://www.youtube.com/watch?v=ub3XRZ8Cdy4 solves the problem with changing game files. Is there any updates coming for this game?
I manage to fix for my RTX 4070.
In the game files, there is one called "bin_plus". I added the files showed in the video in that file and it fixed the flickering.
But ! Now the game doesn't recognize my GPU anymore (I still can play in Ultra), and the HFTS shadow option dissapeared, the max available is PCSS now. And I have some stuttering, that I didn't have before.
Nevermind that "fix", I posted here after only 10min of testing yesterday evening.
Today I tried to play. I ended up crashing because of my CPU overheating (Ryzen 5 7600x), probably because the game kept trying to use the integrated GPU instead of my rtx 4070. (I don't really, know it just a guess, since the game kept telling my GPU was bellow recommended GPU)
My fps was also cut half and I was barely reaching the 60 fps cap with the same graphic options that was getting me 100+fps before fix.
Does the game runs at 60 fps on PS5 ? I might give it a try if it does.
So in conclusion ... I'd rather not play the game at all than risk damaging my computer. (I'll retry a clean install, hoping for a miracle)
