It does not. It's missing from what it seems after I bought it, cosmetic dlc packs. Nothing story related though.

Its what it has. You'll get every bit of gameplay content and item (like cars and guns). The only thing you wont get is cosmetic packs but most of them didnt impress me at all. Jeans and sneakers from Thrash pack is the only items I use sometimes.
As for what's included its totally worth it. DLC operations are among the best in WD2.

it supposed to be the gold edition should give you everything but it doesn't

I just bought gold pack. YES IT DOES INCLUDE ALL DLCs... You just have to get far enough in the main story quest to unlock the DLC quests.

Mission DLCs, bt nt all the cosmetic/costume/skins DLCs. most of them you'll have to buy extra or in the Pack sets.
