Exactly. Otherwise you end up with games that have a crappy story/content and spend too much time on graphics.
Too many people caring about graphics ruins a lot of AAA titles recently.

Speaking of blurry effect: Depth of field and motion blur in most cases isn't allowed to be turned off. One of the main reasons I hate consoles.
No it's not. It's sad to see PC gamers say ignorant stuff like that. It takes 1 minute in Google to confirm Mafia 3 runs in 1080p on PS4 and 900p on Xbox One. Watch Dogs 2 runs in 1080p on PS4 and most likely 900p on Xbox One.

Mafia 3 has low res textures, but it has little to do with consoles, as there is many far better looking game on all platforms. Mafia 3 was never 720p upscaled on PC or any other platform, it just has low resolution textures and extremely blurry Anti Aliasing method.
Low res textures in Mafia 3 is becaue it was Hangar's 13 first game and they used old Mafia 2 engine. I watched PS4 Pro Watch Dogs 2 gameplay and it looks much better than regular PS4. Again you are the ignorant one. There's a lot of better looking console games than Mafia 3. Just look at GTA V, Witcher 3, Doom, Batman Arkham Knight, Rise of the Tomb Raider, Uncharted 4, Far Cry 4, Final Fantasy XV.
Even Watch Dogs 2 will look very good on PC on very high settings and textures, in 1080p, 1440p and even 4K. Save your judgement until game comes out, don't pre-order though. I'm not preordering anymore after disaster that was Mafia 3 and Dishonored 2 on PC.
Oh you already pre-ordered, you better cancel that if you really believe in "720p upscale" thing.
PC version will have very high and ultra textures, but still not preordering.
Judging by the screenshots, I'm inclined to believe they were taken watching a video / stream.
Most people have a good base system and all they need to do is upgrade their GPU.
Everyone thinks you need a ♥♥♥♥♥♥♥♥ i7. You don't. Just get a good i5.
Just save you an extra 100-200$.
Need a MOBO? thats 50$ if you can find a good cheap one.
RAM? DDR4 16GB can be bought for 50$ or so.
Case? 25$.
HDD? Not even that hard to find for less then 50$.
PSU? pretty cheap as well.
As I said before though most people already have a good CPU to work with. A GTX 1070 will last you A HELL of a lot longer then a console. I'm not saying you should go out and buy a GTX 1070 because I said everyone has a good CPU. I'm saying that as long as you have the proper knowledge it's not that hard to make something better then a PS4 Pro.
Hell you don't even need the 1070 to make something better then the Pro. Just buy an RX 480 for 200$. Boom ♥♥♥♥♥ there's your PS4 Pro killer. No adaptive resolution. No blurrys. 60 FPS with better visuals.
(BTW a GTX 1070 crushes a PS4 Pro. The current console systems run adaptive resolution for newer games so it flickers around 900p-1080p... Xboners get 720p-1080p... sorry Xboners. With a 1070 were talking 4k and better visuals. It may not be THE BEST for 4k 60 FPS Ultra settings however it can easily demolish a PS4 Pro when it comes to 4k.)
The 970 is still a great card for this gen.
