which is better gang war or police apb?

Hi new player here, which is better to get the police to attack or get the gang to attack a target? Are there pros/cons that make it not obvious or is one clearly just better?

Gangs don't call for hlbackup as fast as police, so if you're trying to get others to clean up a restricted area for you get the police since they immiedietly call for backup when they get shot at, and it'll become a full on gang vs police war. The gang one is quite weak actually.

Oh followup question, is there a noticeable difference in strength between rank 1 and rank 2 of fake police reinforcements? I'm hoping that one rank will always cause a full police raid as they call in reinforcements.

rank 1 is patrol cops and then reinforcements are swat. rank 2 is usually always swat first and then full police raid. So yes but personally rank 2 is definitely better.

Gangs: The person where the hit eas set on is dead. The gang members will walk through the restricted area, kill the assigned person and run away.
Police: Will try to arrest the assigned person, wich will most likely go over into a full on war.
