Graphics Optimization in Watch Dogs 2

So I have a very powerful build and I play almost all game in 4k at ultra settings at 60fps. However, this game is giving me only about 45 to 50 FPS in 4k at ultra settings. Can anyone explain why that is?

I have a factory OC liquid-cooled RTX 2080 Ti, So I looked up some YouTube videos of people playing this game using the same GPU and I noticed that while some are having the same issue some people have reported over 60 FPS in 4K at ultra settings. What makes it work better on some systems?

Specs:
- MSI RTX 2080 Ti Seahawk X
- Ryzen 7 2700X
- 2x8 DDR4 at 3200
- 1TB NVMe Samsung 970 Evo
- EVGA 80+ Gold 750w PSU

I have always expected console ports to be low in fps, usually down to the engine used and the max being 60fps.
I recently downloaded this game using UBIplay and it gave the option for a HD texture pack. Do you get the same option in steam?

Yes, it should as it's free on steam. It may not be activated from the DLC list. Once you check the box, if not already checked, it will download the pack and install it.

my biggest suspect in this game and other UBI games is DENUVO even though they constantly deny it.

I downloaded the HD texture pack. Is that supposed to make matters better or worse?

In other words: is it a high end texure pack that will only put more stress on the GPU, or is it an optimized texture pack for PC?

Even with the HD textures I wouldn't say the game was top-notch. Pretty basic graphics.
I even tried super sampling up to1.5 but it didn't seem to do squat.
