This error means that either the game or some DLC has been bound to a different Uplay account to the one you're currently logged into.
As we'd need to locate the account and discuss account information, we are unable to assist with this publicly on the forums here. If you could create a support ticket, we'll be able to look into that for you. You can do so by clicking the link {LINK REMOVED}here.

I got a reply but I already done this method (Verify Integrity of Game Files) and It didn't fixed it. The error is more like I was bind in private eye pack instead of the gold edition pack items. If possible please check my Uplay account then roll back me into my original purchase or unbind me to that DLC eye pack? Ticket number: 08010100
Help me!
What is Ticket number and how create it?
if not, hope this helps:
This worked for me. Its from another forum on Watch Dogs 2, however instead of removing the file, I just renamed it:
"try removing the following file:
C:\Windows\System32\DriverStore\FileRepository\igdlh64.inf_amd64_250db833a1cd577e\igdrclneo64.dll
but make sure to place a copy of it on your desktop or something first.
this worked for me, hopefully for you guys aswell"
