I am just going to pretend the first one doesn't exist.
- No you don't have to pay Watch Dogs 1
- You can instantly Start with WD2
- If you have played WD1 you'll get a better view, since you won't understand some deep meaning behind some sidequests
- nothing is really related to the first one (haven't played DLC's of WD2 so far)
There are just a few Side quests which are relevant to WD1. Nothing major actually.
Even so, I liked wd2 much more.
WS1 had a very serious, dark tone - adult story where as WD2 is more kid like and fluffy.
I hate WD2, plus it runs like crap
So... Any reasonably decent gaming computer should run it fine.

game ran fine on my 2011 build - still dont make up for that the game is still wack.
