The default key is ctrl, you have to hold it.
On gamepad, the triggers allows you to control the speed of the driving since they have analog input.
Since keyboard makes analog input impossible, they implemented a feature that allows you to reduce the speed of your driving to the max speed of the vehicle in front of you.
This way you can hold the accelerate button and you don't need to worry about crashing your car if you just wanna cruise instead of speed.
