Gnomes. Found them all but didn't get reward.

Like the title says i found all the secret gnomes but i didn't get my reward. Any way to fix this?

I forget but there are guides out there, I remember there was a marker on the map and you go there and pick it up.

I followed ign's guide and they never said where to go get it it will just automaticlly pop up giving it to you. So can anyone help me with this on where to find it at.

There is a place in a small park, a guy with a tent with many gnomes, as far as I remember, the outfit will spawn there after you collected all gnomes.
