you can do it

I did buy new graphics card so i can get more then 30 fps. If not so , i will just play on ps4
I also have an i5 4670k but at 4.4GHz. What voltage did yours need to be stable at 4.6GHz?
I'm asking this because with a GTX1070 I can't keep the framerate always above 60 fps like you in that street, it's around 53-58fps while driving there. So I thought the difference in the CPU frequency might be the cause, but it's not that significant so I think it's the RAM frequency.
Mine is at 1600MHz while yours is at 2400MHz. There is a video showing a big difference between RAM speed in WD2, so this is probably the culprit.
i hate to play with controller on pc . Let just tell it is not comfortabel here. And i could not lock 30 fps with dishonored 2.
If you feel more comfortable playing it on a console then go play it there. My son plays this game on his PS4 Pro, and although it looks worse than my PC version at 4K and has frame rate drops, I would say if you want a medium/high preset 30fps 70% of the time its the way to go. As for the PC, the fact that you can lock your framerate to 30fps using nvidia inspector and play with a controller just like you can on a console, whilst connected to my nice 65inch 4K means I can get both a better experience without drops whilst waiting for Ubisoft to optimize it further. In fact, my son has been playing at 30fps on my PC as when there is a lot of action on the PS4 he tells me the framerate tanks.
CPU definitely, this is what is causing all the FPS issues in this game. Even i7 6770k bottleneck in Watch Dogs 2, this is the most demanding game on PC right now regarding CPU.
But you should also check the GPU/CPU usage while playing. The one hitting 100% is the one that needs the overclock the most.
I wouldn't say severe since the GPU reaches 70% usage, but the ideal situation would be at 99% (unless using vsync or locking framerate). But yes, there is CPU bottleneck, almost every system experiences it with this game.
