They spawn in front of you when trying to escape via vehicle.
Continuous waves that never end.
The helicopter has magnetism which if you're hiding in a vehicle. Out of the whole area the helicopter always manages to find it's way to the vicinity that you are hiding in. Out of the whole bloody map.
When engaged by gang members they hardly ever call for reinforcements. But when you accidently run into their vehicle or knock a civilian out in front of them they call the whole police department out for you. And not for gangs that are literally killing them with illegal firearms.......
The police AI is dumb and not very immersive.
But then it's America. I've heard the cops are mostly aggresive jocks.
Yeah the police search programming in GTA was a lot better. I just didnt like how cops would do anything to kill you no matter what you did in GTA.
Assuming what has been going on in the story, I wouldn't be surprised if Dusan hired Lenni to hack the FBI into convincing the Umeni-Zulu to talk with the congresswoman about infiltrating Nudle to blackmail Haum into asking New Dawn to push Tidis, Galilei, !Nvite and the Cyberdriver on a war against Marcus, hence the excessive aggressivity. That seems to be how it goes, in this game...
