So did your Watch dogs 2 Work?
It looks like it is setting the wrong display settings or refresh rate. Window and Fullscreen are at 1920x1080 but refresh is left at 0. Deleting the WatchDogs 2 folder in My Games does nothing to fix the wrong display settings. Same issue with multiple clean Nvidia display drivers that worked fine before the update.
Another complete removal and install of Watch Dogs 2 should fix the game, as a file verification will do nothing to fix this issue.
You will never be able to play this game with that CPU!
PS: who that hell would use a gtx 1080 with an i3???
The botleneck is enormous, thats why you cant play it!
If your motherboard will take a 4 core CPU then it's time to upgrade it. If not it might be time to finally start thinking about a new system but at least you don't need to waste any money on a new GPU, or of course just get a new MB and CPU. Only other thing you can do is upgrade your memory but really don't think that will matter with your current CPU unless you play CPU light games, or older games.
CPU: intel core i7 7700K
GPU: GeForce GTX 1060 3gb
CPU : Rhyzen 7 2700X
GPU : Radeon RX 5700
