backing up the savegames folder to another folder is probably a good idea after each game session just in case something goes wrong during an update or with internet when the files get saved\uploaded
If the saves are wrong or get corrupted you can just copy the backup of savegames into C:\Program Files (x86)\Ubisoft\Ubisoft Game Launcher and confim yes to overwrite the files and folders. I do with all the Steam games and Uplay games as every now and then (though quite rare) and update will break them or they will corrupt when writing to disk. 3619 is Watch Dogs 2 ID in Uplay, so that is where it's saves go.
Put this in Set Launch Options in Watch Dog 2 Properties in Steam Library (right-click Watch Dogs 2)
It disables multiplayer, but Offline mode works and the game works.
Also check all the Uplay stuff like C:\program files (x86)\ubisoft\ubisoft game launcher\upc.exe,
c:\program files (x86)\ubisoft\ubisoft game launcher\uplaywebcore, and C:\program files (x86)\ubisoft\ubisoft game launcher\ubisoftgamelauncher is also allowed through firewall so it can upload your Uplay saves and connect properly.
Also check you haven't accidentally left Uplay to login in Offline mode if your network was disconnected. Sometimes you have to disable the network, then start up Steam and Uplay again and disable Offline Mode in Uplay, as it sometimes doesn't change settings when it is already logged in for online mode, and you have to quit both Steam and Uplay, then disable your internet in order to change the setting.

Alright I'll just enable it and give you the exact settings.
You then must do this for EAC.exe in the WatchDogs2 main folder also, and likely also SplashScreen.exe also in the bin folder.
Then you have to repeat it for C:\program files (x86)\ubisoft\ubisoft game launcher\upc.exe,
c:\program files (x86)\ubisoft\ubisoft game launcher\uplaywebcore.exe and also C:\program files (x86)\ubisoft\ubisoft game launcher\ubisoftgamelauncher.exe.
That should allow Uplay and Watch Dogs 2 through the firewall now.
For some reason Watch Dogs 2 is not prompting my Bitdefender firewall to create rules to allow it through the firewall, so it may well not be prompting Windows Firewall either. I'll test it on my system.
I'll just have to stuff around a bit, as I usually have Windows Firewall disabled as I use other firewall programs usually, but my favourite old firewall program got the best bits removed from it so now I am using Bitdefnder one instead and it's Paranoid Mode to prompt when new programs access the internet.
There are quite a few executables in the Uplay folder C:\Program Files (x86)\Ubisoft\Ubisoft Game Launcher, and without Watch Dogs 2 prompting the firewall properly for access to the internet it's sometimes difficult to be sure that something else does not need access for EAC, WD2, and Uplay to connect everything the game requires. Sometimes though this is caused by some strange Windows behaviour, and developers have to work out how to avoid a certain quirk of the system that only pops up with certain combinations of software or security updates installed, then make a new update with different versions of files that avoid the problem.
If sometimes games or programs don't work you can view their Digital Certificate in the files Properties and Install the certificate, but it will need a ROOT certificate, and often also an Intermediate certificate for the publishers certificate to validate. A lot of files just expired end of 2016 so new Digital Certificates are being distributed with files, but many need new ROOT or Intermediate certificates installed in Windows to do this.
Unistall EasyAntiCheat, restart windows, Install EasyAntiCheat, and make sure to select Watch Dogs 2 when you unistall and Install EAC again. Now run a Verify File Integrity Check and it should properly fetch and install EasyAntiCheat_x64.dll to the bin folder. Keep running File Integrity Verify from Steam until it gets that EasyAntiCheat_x64.dll and puts it in bin folder.
If that doesn't work, then you have to reinstall the whole game, then Uninstall EAC restart windows and Install EAC for Watch Dogs 2 again, then Verify the File Integrity so it properly installs EAC with your ownership detected and also properly installs the game.cer certificate for EasyAntiCheat and validates it correctly.
That way multiplayer and Offline mode work. Otherwise with just the eac_launcher added to Set Launch Options multi doesn't work without EAC. you have to remove the eac_launcher option though to make it work once you get EAC working and installed for Watch Dogs 2 and EasyAntiCheat_x64.dll in the bin folder. You can tell when it's installed correctly as the game.cer file in certificates folder in EasyAntiCheat folder won't have an exclamation mark for it's Digital Certifcate information and a warning message, and instead will show the Globalsign Root certificate above it in it's certificate path.
