The bug only happens when the camera is moving and am running below 60fps if i'm still it's fine, only seems to affect the ground and shadows (Vehicles are fine). the texture becomes brighter before going back to its normal darkness and varies between a medium pulse and quick flicker depending on the mood it's in.

Two videos kind of managed to catch it pre rendering but in the video the flicker turned into more of a blurr.

The second catches it pretty well in the trees to the right and the field where the crop is.
I replaced my GPU with an Gigabyte GTX 1060 G1 Gaming (6GB) and bought a new screen. I was noticing some other flickering and turned out my old BenQ was dieing but even with a brand new GPU and screen it still persisted.
Has to be one of the worst developers i know because of their reliance on old ♥♥♥♥♥♥ engines that can't perform and well, scroll up and you'll see how ♥♥♥♥♥♥♥ usless their help support is.
me too i don't view any problem in your video, so i am pretty sure it's a problem with the control panel you can adjust, but i am not an expert ha ha ha
for the Nvidia it's "Nvidia control panel", for the "AMD" i think the program it's "Crystal", but i don't remember well.
