DLC not necessarily.
Kuhn pack is a better buy if and after you get into the game and want some of the more specialised tools: square bale wrapper, belt swath merger, and the odd disc cultivator that can plant oilseed and grass. Most of these things are also available as mods (search for McHale 998 and ROC RT 1000).
The usefulness of the Big Bud equipment is very map dependent due to its immense size. If you like playing on open maps based in America or Australia go for it. Otherwise, especially on UK maps, you might not even fit on the roads.
Ropa pack has what are essentially just yellow skins for existing equipment, with the only really new thing being the 'everything picker-upper' Nawaro Maus. I'm still waiting for a sale on the order of 80% before I buy it for that one machine.
Platinum Expansion has a nice map (in my opinion, but individual tastes differ widely). Sugar cane crop is nice looking but honestly a bit of a pain to harvest in meaningful quantities. The other equipment is pretty useful, especially the subsoilers, though as with the Kuhn pack there are some oddities you may not ever find a good use for, like the Big TT cultivator which is very narrow for its power requirement.

1)BUT, considering FS17 is only 7 or so Euros it's a real bargain.
2)Platinum expansion gives you access to sugar cane harvesting as well as a new map.
3) Big Bud DLC, besides the huge tractors(it has 2) and some really oversized equipment (which might be a bit large for fields on the normal maps), also has the 18.2 meter Great Plains YP-2425A Sower which can sow most crops and "only" requires 280 horsepower to pull.(which means you can use medium sized tractors to pull it, and not only the big bud ones). It's an excellent sowing machine, and it alone makes the DLC worth it.
It requires previous cultivating though. speaking of which the Big Bud pack has 3 cultivators as well. (8, 18.2 , 24 meters respectively).
4) Kuhn DLC has a lot of smaller equipment attachments including balling equipment. They are quite beautiful but not extremely necessary. (if FS19 wasn't around the corner i would say get it for sure)
5) ROPA DLC. Some people say it's the same as the holmer beet harvester, but if you look closely they are actually different machines with similar design. (it's not simply a Holmer beet harvester painted yellow)
But as some people said if you're going for utility only the Ropa pack has 1 machine that can pickup a wide range of things (except sugar cane,potato and beet i believe).
Also since you're asking cause it's on sale, i would say:
Definitely pick up FS17. You get a reasonably good deal if you pickup FS17+platinum expansion.
The DLC's are "only" 40-33% discount so, you can potentially skip them for now and even pick them up at the Halloween October 29 sale. Or in the Black Friday Sale, or even the Winter Sale.
I think it's not unlikely that the DLC's might have a similar or higher discount by then.
Also, you'll have FS19 in november 20 to look forward to. I would say, if you don't want to spend a lot of money, save on the DLC and use that money to buy FS19 it's gonna have very nice features and tons and tons of equipment by default (including John Deere), as well as more crop types (Cotton!)
But do pickup FS17. 70% sale is too good to pass up. Hope it helps.
